CNN —Thirty-five rail cars of a train derailed in New Mexico Friday afternoon, prompting evacuations and forcing a 50-mile stretch of Interstate 40 to close. McKinley County Fire & Rescue was dispatched around 12:40 p.m. Friday after the train derailed and caught fire off Interstate 40 near the state line. Six of the derailed train cars were carrying propane, according to BNSF Railway. There is currently “no projected end to this closure,” said New Mexico State Police on Facebook. “I am deeply concerned about the train derailment along the Arizona-New Mexico border and am monitoring the situation closely,” Hobbs wrote.

Consumer broadband labels will be required for internet providers starting on Wednesday — in many cases in both English and Spanish. Known as “consumer broadband labels,” the FCC-mandated disclosures must be offered at the point of sale both online and in stores — and in many cases, in both English and Spanish. In 2016, an FCC advisory committee first released a version of the disclosures that providers were not required to adopt. Then, under the 2021 bipartisan infrastructure law, the FCC moved to implement mandatory broadband disclosure labels and held a lengthy process to design and finalize them. Because providers will be required to prominently display the labels, FCC officials will be monitoring for evidence or consumer complaints about non-compliance, which could lead to agency investigations or fines.

The Department of Justice has weighed in on a court battle over an oil and gas pipeline in Wisconsin, saying that a Canadian oil company has been willfully trespassing on tribal lands in the state for more than a decade. On Wednesday, lawyers for the Justice Department filed a brief saying that the company, Enbridge, “lacks any legal right to remain” on the land, part of a reservation of the Bad River Band, an Ojibwe group. But the brief largely sidestepped the question of whether a 1970s treaty between the United States and Canada gives Enbridge the right to operate the pipeline indefinitely, as the company asserts. Enbridge is fighting demands by state, tribal and judicial authorities to shut down the pipeline known as Line 5, which crosses 645 miles of Wisconsin and Michigan, in lawsuits pending in federal appellate court in each state. Environmentalists in both states have raised concerns about the deteriorating condition of Line 5 and the company’s proposals to shore it up.

Due to lack of funds, April will be the final month the ACP can provide full benefits, the FCC said Tuesday. Next month, ACP subscribers can expect to receive only 46% of their usual benefit, the FCC said. After that, program subscribers may have to pay hundreds of dollars more per year to stay online, or could potentially have to give up internet service entirely. Many ACP subscribers have told CNN that without help, they could have to choose between paying for internet and putting food on the table. CNN is reaching out to major internet providers for comment on the FCC’s call for those voluntary measures.

The rule issued by the Interior Department's Bureau of Land Management will tighten limits on gas flaring on federal lands and require that energy companies improve methods to detect methane leaks that add to planet-warming greenhouse gas pollution. It also regulates smaller wells that are now required to find and plug methane leaks. Venting and flaring activity from oil and gas production on public lands has significantly increased in recent decades. Interior had previously announced a rule to restrict methane emissions under former President Barack Obama. The climate law includes $1.5 billion in grants and other spending to improve monitoring and data collection of methane emissions, intending to find and repair natural gas leaks.

An icy crust on the Straits of Mackinac is melting into slush atop a shimmering, narrow waterway prized for its beauty and its role in supporting the local economy. The fight over Line 5 in both Michigan and Wisconsin, where another section of the pipeline crosses the Bad River Reservation, could have sweeping implications for the power of states to regulate fossil fuels, for tribal sovereignty and for U.S.-Canada relations. Some or all of these issues are bound to surface in the upcoming presidential election. Both Wisconsin and Michigan are battleground states. And in either place the debate over Line 5 could complicate election-year politics, particularly as candidates compete to eke out any advantage with voters they can find, whether on environmental issues, fossil fuel reliance or jobs.

CNN —The White House on Sunday attacked congressional Republicans for pushing a provision in the government funding bill that limits which flags can be flown above US embassies, effectively banning LGBTQ flags. “President Biden believes it was inappropriate to abuse the process that was essential to keep the government open by including this policy targeting LGBTQI+ Americans,” a White House spokesperson said in a statement. “The flag provision would continue to allow pride flags to be present in almost all cases at embassies, except flown *over* the exterior of the building. While the State Department under Donald Trump rejected requests from embassies to raise the Pride flag, Secretary of State Antony Blinken authorized US diplomatic missions to raise the flag above embassies and consulates across the world in 2021. Many US embassies fly the Pride flag during the month of June, which is recognized as Pride Month in the United States and other countries.

FCC cracks down on cable TV ‘junk fees’

The new junk fees rule requires cable and satellite TV companies to list “all-in” prices to consumers in their billing and marketing materials — including any miscellaneous fees, such as those related to sports programming or local broadcast channels. Between 24% and 33% of the typical consumer’s bill can be attributed to fees, consumer advocates told the FCC. In a separate move last year, the FCC proposed banning certain cable fees altogether, including early termination fees that the agency says hinder competition and prevent customers from easily switching providers. (AP) — The U.S., Canada and several indigenous groups announced a proposal on Monday to address the pollution from coal mining in British Columbia that's been contaminating waterways and harming fisheries on both sides of the border for years. The proposal would be executed through a century-old U.S.-Canada boundary waters treaty, establishing independent boards to study the pollution’s extent and make cleanup recommendations.
